IMPORTANT NOTE:

As of July, 2008 the State of California's Employment Training Panel (ETP) has made several changes to the program. These include, and may not be limited to, the following:

  • Employees may now schedule a flexible number of course hours, though the minimum number is 24.
  • Employees are now required to make a base pay of $14.25 per hour or greater to be eligible to participate.
  • There have been changes and revisions to both the ETP Program Application Packet and the Class Scheduler.

BRIEF OVERVIEW

The State of California's ETP Program reduces the cost of courses, for those companies and employees that qualify, in order to ensure that California's workforce remains competitive. Essentially, the ETP program covers the majority of the training fees, while the participating company covers a much smaller portion. Fee reduction for ETP Program participants can be as great as 75%.


ABOUT ETP STATE SUBSIDIZED TRAINING

Today's high-tech, global and increasingly competitive economy requires California workers and employers to have the most advanced skills and tools available to succeed. That is why effective job training is more essential today than ever before. Leading California's job training effort is the Employment Training Panel (ETP), the joint business-labor supported state agency that provides training funds which improve the productivity and competitiveness of California business, while providing secure employment for workers.

ETP is a California State agency that began in 1983 and is designed to fund training that meets the needs of employers for skilled workers and the need of workers for good, long-term jobs. The ETP program supports the California economy, primarily by funding the retraining of incumbent, frontline workers in companies challenged by out-of-state competition.

  • Funds have been allocated to meet the needs of the entertainment industry within California.
     
  • Follow the checklist below to determine if your company, your employees, and you as an employee, are eligible for ETP-subsidized training funds through Moviola Digital Education Center:


COMPANY REQUIREMENTS
~ Check all that apply

1. Company has a valid California Employer Account Number (CEAN).

2. Company pays quarterly State taxes for their employees.

3. Company faces out-of-state competition. Out-of-state competition exists if the Company:

  • A) produces a product or service sold out of state which equals 20% or greater of Company revenue or
  • B) has in-state sales which compete with products or services produced out-of-state.

4. Company agrees to pay Moviola $10 to $30 per course-hour for all employee training. All fees must be paid by the employer before confirming a seat in the class. ~ Note: ETP participants also in the Avid Certified Support Representative (ACSR) program are required to arrange for their company to pay a $1500 co-pay for each 400/402 level course.

5. Company will submit completed CS Form, PERA and credit application (which are included with the ETP Application Packet) in order to apply.

   
EMPLOYEE REQUIREMENTS
~ Check all that apply

1. Prospective student is full-time employee (full-time contractors are not eligible) with a minimum base pay rate of 14.25 per hour.
 
2. Employee will be employed for a minimum of 90 days before training is begun as well as for a minimum of 90 days after training is completed. If an employee does leave the company, forwarding information must be supplied to Moviola. If an employee leaves the company during or following training, the company is responsible for paying full catalog price (at the published catalog rate) for all enrolled courses, including those completed as well as those that were not completed.
 
3. Employee will sign-up for a minimum of 24 hours of training.

  • If your company and employees appear eligible for ETP-subsidized training, then download the ETP Application Packet and complete the included Certification Statement (CS), PERA and credit application forms and fax them to us at (323) 466-2522.
     
  • Students may not register for classes until all the paperwork is completed and approved.
     
  • It typically takes 2-4 weeks for the State to approve the Certification Statement (CS). Once approved, qualified employees can begin attending training. Before training, the student must fill out a Scheduler.

COMPANY & EMPLOYEE RESPONSIBILITIES

  • It is the responsibility of each student enrolled in the ETP Program to attend all courses as selected and scheduled on his or her ETP Scheduler. Failure to complete all enrolled courses will result in being responsible for full course fees (at the published catalog rate) for all enrolled courses, including those completed as well as those that were not completed.
      
  • Cancellations and/or changes must be submitted to Moviola in writing not less than 72 hours prior to the start time of the class. Changes or cancellations made less than 72 hours before the start time of an enrolled course will result in the employer being charged a $150 late cancellation fee.
      
  • A “No Show” by any student will result in the employer being charged the full catalog rate for the course.
